these are no go areas for law enforcement. places that unless forced to act the police don’t patrol.

I believe you. They stay out of those "no-go" areas which every large metropolis has. Do you think that the police patrol Watts (Los Angeles)? I doubt it.

And, I don't blame them. The black police officers probably get lots of flack from black residents.
