His billionaires call the shots but he is way more stealth about it.
However, when the Billionaires ordered the treasonous TPA -TPP get to ram thru he wrote a WSJ column about its virtues with Paul La Raza Ryan and voted Yes on cloture twice.
And his Yes on the Corker Iran disaster so those Iran billionaire could get unleashed to , Boeing, .... just confirms his bought status.
