Many folks will tell you that Cheney is not GOPe, well, because Cheney looks tough in his photographs. He's always scowling, like those 1930's Hollywood movie gangsters.
But he's not tough. Like you said, he's a GOPe neocon. The country would have been so much better off if he had retired permanently after his first stint as SecDef. And now he should just keep quiet. Maybe go fishing.

The Cheney I remember as a teenager was the Chief of Staff to the Communist appeasing RINO President Gerald Ford who was called on his foreign policy directed by Henry Kissinger by Aleksandr Solzehnitsyn, Jesse Helms and Ronald Reagan.
Now Cheney and the insiders want to appease the Saudis, Gulf Arabs and other terrorist supporting nations for business and economic reasons.
