Per CBS the target was a holiday luncheon in one of the facility’s meeting rooms held by the San Bernidino Health Department.

Police went from not knowing anything to finding the getaway vehicle and now surrounding a house is a hurry.
My guess is that the Feds knew these people were trouble.
