This makes sense. Get to know your neighbors. Set up personal mutual assistance networks. There is probably someone on your block who will need help say, shoveling snow this winter or such like. Establish an informal Local Emergency Response Team. Be a LERT; the world needs more LERTs.

A good way to start a LERT is to first organize known clubs and incorporate them such as CERT, ham radio club, poker club (that's how we got ours started), EMT classes, and especially VOAD (volunteer organizations assisting in disaster) such as the Red Cross, Baptist Men with Chainsaws, Methodist UMCOR, etc.
Our Disaster Response Trailer let our church community talk about how to protect our congregation and our local neighborhood. We had only 2 ham radio operators out of thousands of congregants, now we have a couple of hundred.
