I think the the only organization that's qualified to handle this big of a project is the Clinton Foundation. I think they should manage and distribute these infrastructure funds. Hillary has spent a lifetime looking out for the little guy, and this way, the Foundation can be sure wealth gets spread around fairly /sarc
