Trump was describing the man. There is a difference.
Trump described the act too!!
Trump said the act was "terrible".

There is no difference to an intelligent observer.
The man and his actions are of exactly the same order.
Cruz’ statement was more meaningful in that he pointed out that it doesn’t matter what his motives were.
