From the face of the order, it looks like Kennedy (who is the Circuit Justice for the 9th Circuit) granted the stay on his own, without referring it to the full Court (probably because of Thanksgiving). So good on him.
It does seem that way.
That won’t make up for his being the deciding vote on fake marriage.
