Well; you have to ask yourself what exactly did Trump mean by “brilliant”.
If he meant brilliant at making money, he might be right.
He was talking about Bloomberg using his wealth to try to disarm Americans. I don’t think that is brilliant, nor do I believe Bloomberg was brilliant as a mayor. I believe he sucked, and I believe most conservatives would agree with me. But Trump is no conservative thus the brilliant comment.
