Rather than wishy-washy, it's a carefully crafted strategy to finally end the games the Democrats want to play on immigration. Refusing to discuss specifically what is to be done with people here illegally now is not a ruse to keep hidden Ted's intent on the topic (not a Rubio-like betrayal).
Consider Step 1 is making it very difficult to cross the border illegally, can't be hired or receive gov benefits, deported whenever discovered by DHS, etc., and Step 2 is what to do with illegal aliens here already.
Democrats (and their liberal media shills) *ALWAYS* insist on talking Step 1+2 together (so-called comprehensive immigration reform). What happens is Dems get their Step 2 immediately and the Republicans never get Step 1. They ran this scam on Ronald Reagan and Cruz refuses to repeat his mistake.
Forcing Dems to complete Step 1 before agreeing to even talk about Step 2 drives them crazy. It actually will make Step 2 much easier to decide later due to the large number that can be expected to self-deport if Step 1 is thorough and rigorously enforced.
