Well honey, it’s a reference to the highly stylized drama and the over the top Gene Simmons KISS makeup. It is evocative of politicians on a very regular basis.
And you might be overthinking this.

Where I grew up it used to be so cold it was freezing the horns off the billy goats, and so hot lizards carried a stick they could poke into the ground and climb up on and cool their little reptile feet. Of course, no such things happened......as far as I know.

Kabuki dance refers to actions that are intended for show only, because the outcome is already pre-determined. Good examples are the faux show votes that the GOP engages in to get tough on spending, immigration, Obama, etc. when they’ve already cut a deal with the Dems. It’s just ritual, designed to make it look like they put up a fight, but the outcome and capitulation was already pre-determined.
