Cruz is it. He has the procedural knowledge, plenty of practice with dishonest government officials.. He knows laws because he has used them against Hillary. He also speaks first during a crisis with an immediate end to refugee programs.

No, Trump spoke first re: the Syrian refugees—back when it was leadership, rather than reactive.
I do agree that Trump and Cruz are #1 and 2 however. Really, we’ve no halfway decent options beyond them and I’m hoping for a Trump/Cruz ticket.
