That is a reasonable supposition. Russia has begun pealing off NATO members because Putin is willing to do the necessary and kill mass numbers of the terrorists without concern for rules of engagement and collateral damage. Also, France invoked an EU mutual defense provision and not a NATO similar provision. That is probably another Obama success story as the world turns away from the US.
