Looks like something out of Criminal Minds (TV show). They had an episode a few years ago where they set off a bomb on the street. Then take the wounded to the nearby hospital in an ambulance.
The president or someone was in that hospital. I can’t recall, but I think they just used it to gain access.
But yes - my daughter said during the Paris attack “Don’t they often have a bigger bomb waiting for when all the rescue people come?” So an ambulance is probably a fairly smart way to go. Although luckily some terrorist must have done something stupid so they could stop the attack.
