If you look up the Nationality act of 1952, the title of the section which makes a citizen out of a child born in a foreign country to a single American parent is "Naturalization by class." All of them except Santorum would fall under the provisions of the Immigration and Nationality Act of 1965. Under that they're natural born citizens.

The Act (Pub.L. 89–236; 79 Stat. 911) says no such thing.

There are two types of citizens listed in one sentence of the constitution. One is a citizen by nature and the only one who can be CIC. The other whee citizens by statute and where only grandfathered in until an NBC could qualify. To say that a citizen by some act qualifies for CIC is to ignore the word "natural", and no part of the constitution can be interpreted as to make any other part irrelevant.

The idea that Congress can rejigger the qualifications for President every time they exercise their power of naturalization is just silly.
Rational people recognize that "natural citizen" means the same thing today that it meant in 1787. The Constitution is changed through the amendment process, not from a floor vote of congress.
