A Naturalization Certificate is issued to a person who became a U.S. citizen after 18 years of age upon completion of a process.
A Certificate of Citizenship is issued to a person born outside the United States who derived or acquired U.S. citizenship through a U.S. citizen parent.
The citizenship of both is by Congressional Act.

Right but the sentence in question is talking about the bona fides of four men, hence the need for the plural of “to be”.

âlaws of naturalizationâ are acts of Congress! So if an act of Congress says that people born here and who are subject to the jurisdiction of the U.S. are citizens at birth then that means they aren't natural-born citizens.
