I thought longarms had to be stored at the local constabulary and signed out for use?

Depends on what you call gun free. The following list will give you an idea of weapons available to citizens of each country listed. Source, Wiki.

#1 U.S.A. with 112,6 guns per 100 people.
#4 Switzerland 45.7
#9 Sweden 31.6
#10 Norway 31,3
#11 FRANCE 31.2
#12 Canada 30.8

#82 United kingdom 6.6
Most handguns were banned in 1997. You have to have a “valid reason” to own a gun in the UK. “Fox Hunting” England’s ancient sport has been outlawed for years, while it still is practiced in France.
