The French already have the capability, if they so choose.

From Wikipedia:

The ocean-based French nuclear weapons arsenal has been expanded to a squadron of 4 submarines, 1 of which is always on patrol. Since 1985, some of the French ballistic missile subs have become obsolete. These subs have been retired and replaced by newer subs that also have 16 missile tubes apiece and carry the more advanced French M45 missile. A new submarine, the Le Terrible, was put into service on 20 September 2010, armed with the M51 missile, which is similar to the US Trident II.

Although the French no longer have a land-based nuclear capability, they DO have nuclear missiles and gravity bombs for use by their air forces and naval air forces.

If Hollande won't do it, perhaps their next president, LePen (after today, I have NO DOUBT she will be elected in a landslide), will finally have the guts to do what needs to be done.

They have this as well:

Which would probably be the least destabilizing to use. Still, tell the Russians and then just launch. Launching SLBM’s might cause the Russians to launch back even if warned.

I very much hope you are right. But I read she has been indicted on charges of inciting racial hatred or some such BS.
