The goal was to kill off more white guys, mostly. They got their bonuses b/c that is what they did. Delay and inaction and false records killed mostly white guys.

Damn, I know that at the state level (at least in CA) it is against the law for a government employee to receive a bonus. It is considered an illegal gift of public funds.
