Good point. 11 million plus 1 million per year for 20 years does not equal 11 million.

I’ve traveled this country extensively for the last couple of decades, and I know for a fact, from the evidence of my own eyeballs, that the figure you arrived at, 31 million, is about as conservative an estimate as can be arrived at.
It’s probably much higher.
It’s a national catastrophe.
