Yes, it does. RICO does not require you to show a conspiracy by way of a personally direct verbal agreement. (i.e.; I'll coax him into the house, and you rob him.) It only requires you to show a pattern of racketeering activity, and by his words or actions, must have objectively manifested an agreement by the perp to participate.
