Even with Keystone, the trains were going to carry a lot of oil to places the pipeline doesn't go, partly because the takeaway capacity of Keystone would not have handled the million barrels of oil per day the Bakken produces and the Canadian bitumen too. Some of the Bakken oil will be on board if it is ever built, just to make the heavy tar sands material easier to pump.

Buffett just saw that and bought into the BNSF, the railroad in the region. If I had had his money, I would have too. Just a good and prudent investment, no matter what you think of the man who made it.

The real contributor to worldwide carbon emissions is China. The keystone pipe would just be statistical noise compared to what they are producing now.
