Pennsylvania, Massachusetts and other COMMONWEALTHS
are STATES. Carson knows you can be both.
I think Virginia is a commonwealth also...I lived in PA for 17 years...and the difference is the villiages, and Township supervisors in those areas whereas Mayors, etc...the big cities have Mayors, like Scranton, Philly, etc but they have villages...which I liked...
