What, is the difference between forcing a citizen who has obeyed all laws, to sell or part with property at any price? and/or outright seizure.

You would know the difference if you've ever lived in a communist country. I'm not saying Em. Domain is wonderful, but there is a YUGE difference between paying for property and seizing it.
