This is a tacit recognition of a preexisting power to take private property for public use,

No it's not...Not in my opinion. To think this runs contrary to private property rights.

To approve of this, you have to contort yourself into the uncomfortable position of claiming that Government actually owns/controls completely all private property under it's jurisdiction and that these private owners really only have secondary ownership rights.
