How do you explain fully two thirds of so-called criminals having clean records?

Especially considering that these so-called criminals wear patches on their back publicly proclaiming their membership in said "gangs"?

Do you attribute that to totally inept law enforcement in Texas up to that point, that fully two thirds of 177 criminals with neon signs on their backs saying "I'm a criminal!" (patches) had done their bad deeds without ever being caught until May 17?

Or do you think that these criminals are so smart, so wily, so clever, so professional, that they consistently outwit Texas law enforcement two out of three times?

Which?

So figure it was one of those two things or rethink your whole assessment of what went down; start with accepting the evident truth that a whole lotta law-abiding Sunday mom-and-pop American bikers were arrested and had their lives ruined by law enforcement on total false pretenses.

Per the article's quote: They seek to turn public sentiment in their favor by organizing frequent charity runs. Bandidos are likely to focus on recruiting new members with no criminal history.
