She's Captain Clueless: typical German navel gazing and sentimentality masquerading as abstract morality led her to make the invite.
Now this is causing her immense political trouble at home, so she wants to shift the burden to the rest of Europe. Same with monetary policy: the elite rammed the Euro down the Germans' throats, and when it proved a disaster, she decided to satisfy domesticate political concerns by crucifying southern Europe on a cross of Euros.
She's destroying the EU and simultaneously turning the Federal Republic into the Weimar Republic.
