He said he was not going to touch it in response to Carson’s saying he was going to get rid of it.

Trump is not going to get rid of it but he has said before that he will change it. Including negotiating with hospitals for competitive rates.

Because he announced his VA policy first does not mean that it would be enacted before any other Healthcare reform.
