Its more complicated than that and the Saudis are behind the low oil prices as well. They are producing at full tilt to keep the price down, bankrupt Russia and stop as much fracking and new exploration as possible. Shell pulled out of Alaska and many drilling sites in the gulf have been closed down and lots of other projects put on hold.
the sauids have created near chaos in the big oil business for now until demand reaches a new plateau.
In addition, it pays to remember that the Saudis have so much money they play both sides. They are the ultimate triangulation terrorists and know exactly what they are doing.
Of course their excuse is they have to yield to terrorism or be taken over by the terrorists which is in a way very true.
In a way ISIS is little more than a fledgling Saudi arabia selling oil to pay for terrorism, the mideast-about as screwed up as any area of the world can get.
