No, I started seeing them constantly in posts, started about 2-3 days ago. I thought that it was the font rendering on my Android tablet, but also see it on desktop Mac.
I have no idea what it happening, though I notice it is on the rendering of special characters, most often double quotes (").
I am as well. Just started yesterday.

No, pretty much everyone is seeing them and on pretty much all browsers. The problem is with websites using mixed up font encodings, usually so-called âsmart quotesâ, and thereâs nothing the browsers can do about receiving ill-posed data.
BTW, Iâm only seeing them on FR, so I suspect when someone composes a response that has âsmart quotesâ included and then copies and pastes into the comments section is where the problem lies. This has happened in the past at FR and then stopped, but now has come back again, so I suspect a bug in the FR web filter that accepts pasted text.
