It's right there in the article. You want to put some other spin on it - any article proving otherwise?

As you know in Russia any argument is used, if it is true or not is of no importance. In this case it is correct, i.e. the “global warming” is exaggerated. But, the reason that Russia is promoting this, is described in my comment above.

If you want to know why Russia want to increase the use of oil, and increase its price, you can read the text below:

Russian Finance Minister Anton Siluanov prompted more concerns over the health of the Russian economy Tuesday when he said there was a danger that the country's vast Reserve Fund could be entirely exhausted in 2016 if oil prices stay at their current level.
