I have a simple three step plan that will keep them nice and warm.
Step 1. Dig a large deep hole.
Step 2. Climb into the hole.
Step 3. Pull all of the dirt from the hole back in on top of them.

It will be great if 90% of Muslim refugees get seasonal affective disorders and have to move back home. They are more comfortable going crazy from the sun (and the heat) in those desert realms.
