I think it may be google. When you search for something on FR, every search result comes up with “This site may harm your computer”.

Google has a web page with instructions on how to fix this, but the site administrator needs to do it:

Remove the message from your site

The “This site may harm your computer” notice won’t be removed until the webmaster of the site takes action.

I got a page that said that a group called “Stop Badware” supplies a blacklist to Google and Firefox. This is politically motivated.
