I think the present flag was adopted in the 1890’s, when the white supremacist Democratic Party was engaged in the ultimately successful process of disenfranchising all black voters (who were Republicans).

Many Mississippi Black state politicians were in favour of the current flag. The flag was adopted almost unanimously in 1894 by black and white Mississippi politicians alike.
