Because of two recent discoveries, there is a valid argument that Hitler did not make the final decision for genocide till AFTER the November 1941 meeting with Husseini. Netanyahu knows this and based his remarks on these facts.
The two recent discoveries are:
The first is a diary entry by Joseph Goebbels of December 12, 1941. It runs as follows:
Bezüglich der Judenfrage ist der Führer entschlossen, reinen Tisch zu machen. Er hat den Juden prophezeit, daß, wenn sie noch einmal einen Weltkrieg herbeiführen würden, sie dabei ihre Vernichtung erleben würden. Das ist keine Phrase gewesen. Der Weltkrieg ist da, die Vernichtung des Judentums muß die notwendige Folge sein.

An old World War I barrack for the Austro-Hungarian army, Auschwitz opened as a concentration camp in the summer of 1940. It was originally designed as a Soviet POW camp and its first prisoners were Polish. But because of its central location and its close access to natural resources, Himmler deemed it the perfect spot to implement the "Final Solution." In late 1941, it swiftly evolved into a highly efficient death camp.
December 12, 1941, was the day after Hitler declared war on the United States. That may have weighed much more in his thinking than a meeting with Husseini.
