Nope, it's $2000 per year into an HSA of which at least one-third has to go to health-care insurance premium. People can contribute more to the HSA if they want. And if they have the money. So tell me where one can get any sort of heath insurance for $700 a year?

I listened to it again. Carson absolutely said $5000 dollars a year.

He took the figure of current MediCare spending and divided it by the number of recipients. He then quoted the $5000 figure, "for every man, woman, and child".

Then Carson is changing his tune then. Politico was quoting him at $2000 last week and now you're saying he's upped it to $5000. If it's the later then where will the $1.5 trillion to pay for it come from? And does he really think the elderly can replace Medicare coverage for $5000 a year?
