"Dont all those 4473 forms get filed by the ATF anyways?"No. The forms are maintained by the dealer for twenty years. Then they can be destroyed. If a FFL goes out of business then the ATF gets the forms that the dealer is holding.
It is against Federal law for the ATF to use those 4473 Forms to create any type of data base (registry) that includes the buyers names.
