Here’s a problem as I see it. Trump (although I know his supporters will disagree) isn’t always the most articulate speaker. I know he can be inspiring and positive with words, that’s not what I mean. Sometime he’ll say something awkwardly and conclusions are drawn about what he really thinks. Today he clarifies his original statement about Bush not keeping us safe. He distinguishes the fact of 9/11 from the blame of Bush. But, in so doing, he opens another mess. It SOUNDS as if he’s heading into truther territory. You nailed it. I too don't think he is going Truther, but the way he describes the problem it's as if he's a Truther said it.
Trump does need to be more articulate.
