How odd. I don’t recall a massive push for illegal amnesty in 2001. What I do recall is a long fight for cabinet positions, the rush to pass No Child Left Behind, and a US jet sitting on a Chinese runway for 11 days.
If there was a focus by Bush on amnesty so distracting that he ignored everything else, it certainly escaped the notice of Congress.
