Yes; It's called leadership. The guy or gal in charge is always responsible for whatever goes right or goes wrong in their command.
It was President Reagan's administration that directed the Marines to intervene more directly in Lebanon and to have the navy shell the Shouf Mountain and Suq al Gharb positions of the Muslim factions. Reagan sided with the State Department to keep the Marines at the Beirut International Airport where they were vulnerable to attack despite DoD requests to move them back aboard their ships.
Reagan was a great President and leader but he did make mistakes. That was one big one.
