This film was released in 1940, and even in it, the implications were there in the story line of how FDR was in danger of igniting a war over a trade war with Japan over rubber was very obvious. Did he know of the coming attack? He absolutely knew something was up because they knew of the fleet leaving Japan and had lost track of it. But never raised any sort of readiness alerts to increase scrutiny or even awareness to a possible threat.
Of course we knew an attack was coming. We provoked them, and already had Americans carrying out attacks on Japanese interests from China.
