Those non-native founders all came here legally and before the Welfare State was in place to lavish goods and services and cash on them to deter them from actually taking jobs.
I’m just giving you statistical facts. Pittsburgh has a lot of Indians and relatively few Hispanics. And things here have worked out better than many other cities.
