So Obama should declare that no one on psychotropic drugs can own a gun, no one without a father in the home can own a gun, and no atheist can own a gun. Let’s hear him make that speech.

There's a large part of the problem right there. Not to be corny, but a LOT of the shootings in the black community by youngsters is a cry for help. Acting out from not having had a father and having ZERO discipline, honor, respect, etc.. It is a YUGE part of the problem.
Add to that our schools teaching children to ignore their parent(s) and that they shall do whatever they want.
I believe some of these mass shootings are instigated by our own insurgent government working behind the scenes (via Internet) to recruit shooters in order to advance their ultimate goal of gun confiscation. They need a bunch of EXCUSES TO DO IT before they do it.
