Doesn't it make you wonder why the founding fathers incorporated that provision ?

Seems to be in keeping with the Founders idea of the government being "of the people' as opposed to a government comprised of a semi-permanebt class of professional politicians who conduct themselves (and treat themselves) as near royalty, such as we have today.

The Founders probably envisioned a weak, non-partisan Speaker like Britain had. With the real powers residing in the Majority Leader.
OTOH the Founders were the ones who set up the strong Speakership, so who knows?

I think it can be safely said they did not envision a strong Speaker from outside the House however. That’s not human nature and they were deeply knowledgeable of human nature.
