As I undrstand it ...
A SNAP recipient with say, $300 "on account" would sell her card to Causey for, sayyyy ... $200 cash, which the SNAPper could go and do whatever they wanted ... they had cash
I'm assuming then Causey used the card legitimately for food items and whatevers (maybe even re-selling what she just bought)

It appears she got cold hard cash deposited into her account
Causey purchased the benefits at a discounted value of approximately fifty cents for every SNAP dollar, according to a press release from the Department of Justice. By so doing, Causey caused the USDA to electronically deposit into a bank account controlled by her the full face value of the SNAP benefits fraudulently obtained.

that's also how I understand it. I was been a little pissy.
The article tried to blow up the wow factor by stating "or even illegal drugs"
For a better wow gactor, they should have, but wouldn't ever had said "or even guns".
