Most likely logistics. It’s expensive to fly bombs in. Far more efficient to use rail or highways, but there aren’t any. So the Russians have to fly in bombs, which is expensive, or transport them by sea, which is far cheaper but takes much longer.

Amateurs think about tactics. Professionals think about logistics.

It could be lack of worthwhile high-value targets to take out with expensive, smart weapons. With those out of the way, they could send in Bear bombers with dumb bombs.
