I thought maybe the arch was erected by Aurelian circa 273 AD to commemorate his victory over Zenobia, but according to this, it was erected by Septimius Severus around 200 AD to commemorate his victory over the Parthians.

After Aurelian captured Zenobia he heard the Palmyrans had rose and killed the Governor and the Roman force. He returned to Palmyra and destroyed the city and massacred the population.
