The Stars & Stripes, despite its patriotic name, is a left-wing journal. You should know that. This may be why it denigrates the invasion of Iraq under President Bush (with full congressional support!) as somehow ill-fated, when (in fact) it was an almost unequalled success whose fruits were undone by Obama.
As for who is a terrorist: this is not a question which should be asked of Lavrov or any of the Russians, as they have used what we would call terrorism, with enthusiasm, forever. They do not make a distinction. Under the Soviets, they sponsored guerrilla wars everywhere they could. Almost always those were wars against civilians as well as military, and the insurgents were usually not uniformed, and hid behind civilian disguises. It was the Russian who got the Geneva rules to allow this, as a way of approving (after the fact) many of their own activities.
Our definition of terrorists would be fighters not part of a regular army, who do not distinguish between military and civilian in their attacks. It does not matter whether or not they have a cause. Thus the World Trade Center attack was a terrorist attack. ISIS is a terrorist organization. Most of the partisans in WWII were terrorists, no matter whom they were fighting. The Viet Cong were terrorists.
Now Russia is going to war to support a terror regime: Assad of Syria. It is a good cover for them to pretend that they are fighting ISIS, but they left ISIS alone for years until now.
It is silly to listen to a lawless regime like Russia talking about terrorism.
