Can you please give us the year and publication in which the cartoon you posted appeared? What specific event, if any, is it in reference to? Is that supposedly Lincoln sitting on the chair with the flag draped over the back? And what are those papers on the floor supposed represent?

Harper’s Weekly, October 31, 1874.

“A cartoon in the popular Harper’s Weekly magazine shows black citizens being denied the right to vote by the White Citizens League.”

The White League was just one of the terrorist arms of the Democratic Party.

I believe it is after Reconstruction around 1874 when the WHITE LEAGUE and the Democrats came back into power. The man in the chair is NOT Lincoln. The caption is “Everything points to a Democratic victory this fall-Southern Papers.” Notice the black man has a Republican Ticket and is not allowed to vote.
