According to TIME, he is indeed!
If Vice President Joe Biden does decide to make a run for the presidency in 2016 hell start off the race as the most popular candidate in either party, according to a new NBC News/Wall Street Journal poll out Tuesday.
In the poll 40 percent of Americans say they have a positive impression of the Vice President and former Senator from Delaware, while just 28 percent have a negative impressionan enviable differential of +12 points. That outperforms Vermont Senator Bernie Sanders (+10) and Sec. of State Hillary Clinton (-8), as well as leading GOP candidates Ben Carson (+8), Carly Florin (+7) and Donald Trump (-33).
Were the election held today, Biden would outperform both leading Democrats in head to head matches with leading Republicans. The Vice President loses, however, in hypothetical matches with both leading Democrats, winning 17 percent to Sanders 35 percent and Clintons 42 percent.
TIME goes on to say Biden’s popularity can probably be attributed to the fact he hasn’t announced and hasn’t been subject to the serious scrutiny that candidates receive.
You think?!
But it is telling that someone who isn’t in the running (but has broadly hinted at doing so), and has a reputation as a gaff-o-matic (as well as being a bit of an intellectual lightweight) could command the numbers he does now, given the “inevitable” one’s presence in the race (of course, much the same can be said about Trump).
As we all can imagine, Biden’s “honeymoon” would end soon upon his announcement as a candidate. He provides a “target rich” opportunity for opponents and detractors alike. And in an election cycle in which the voters are clearly expressing their dislike of establishment candidates, Biden is the ultimate insider.
But it would make the Democratic side of the election much more interesting if he was to announce. And certainly, much more entertaining!
Even from a non-American perspective, it’s obvious that a Republican’s going to win.
The Democrats have what? Hillary, Joe Biden and Bernie Sanders.
If they run Aneurysm Joe he’s just a place-holder. The real candidate will be the VP.
Hasn't anyone heard the stupid things he is famous for saying?
Why would Biden have such a positive image? He has made stupid, vicious, and false comments about Republicans. And there is something sleazy about him, brings to mind “dirty, old man.”
I hope so. Biden is better than Borat with a clown car.

I wish that were true. Unfortunately with voter fraud running rampant in dim districts, it isn’t a sure thing.
Biden-Mooche ‘16. That’s the only way the Dems can win — by maximizing black turnout. The Fake Indian can’t do that.
2008 was Hillary’s year. The dems intentionally put up lightweights to seal the deal...including a little known do nothing senator from Illinois, and an absolute clown from Delaware.
Biden’s still their clown...but he’d still beat Jeb.
I can’t imagine a President Bernie Sanders....heck imagine President Sanders and a Prime Minister Jeremy Corbyn?
Gosh, total insanity.
“The Democrats have what?”
Voter fraud.
What else do they need?
If you want to Clear A Room ,bring in Joe
I wish I could share your optimism.
Too many of our younger people are in love with Bernie Sanders. Too many think the time has come for us to become Europe.
47% will pull the D lever no matter what. They can easily push that over the top by promising to forgive student loans.
You are correct! That VP will be Moochele. She’s been posturing for this for years. Remember, you heard it here first!
A Nightmare Scenario
The Hillary Clinton campaign continues in a downward spiral. So, the Democratic Party is attempting to orchestrate behind closed doors the following scenario:
The Facts:
· Obama can run as Vice President on the Biden-Obama ticket in 2016, but Obama cannot be elected for a 3rd term as President.
· Obama can assume the Presidency if Biden dies or resigns at any time after the inauguration. Obama would become President because he would not be elected to the office.
· Joe Biden was born November 20, 1942, and he will be 74 prior to the inauguration in January 2017.
· Obama can retain control over the Democratic party and its funds until 2020.
· A Biden-Obama ticket can win in 2016 if the Dem loyalties are unified and the Republican loyalties are split.
Why does this matter:
1. The Democrats would retain control of the government bureaucracy until 2020
2. The Democrats would retain Veto power over the Congress
3. The Democrats wouldretain control of the Attorney Generals office and define what is prosecuted and what is not.
4. The Democrats would retain control over the appointments of Federal judges
5. The Democrats would be in a position to replace up to 2 or 3 of the Supreme Court Justices.
6. The Democrats would use Executive Orders to make temporary laws and protect progressive principles.
7. The Democrats would protect Obamacare, EPA overreach, progressive moves to socialism, disintegration of the military, illegal immigration, deficit spending, etc.
8. The President would pardon all of the Democrats who could be prosecuted if a Republican is elected later.
9. The Federal bureaucracy would be used to further Democrats ideals, ability to stay in power, and stifle opposing movements.
Scary.. we must be united going into the presidential election and not let this happen.
That's going to be the problem.
Being united.
RE: I hope so. Biden is better than Borat with a clown car.
I wouldn’t underestimate him at all. He lies with the best of them and is very good at using it in debates ( just look at his debate with Paul Ryan ).
Well Obama is already planning on turning you in Europe with him importing the Muslim hordes.
Of course these will become Democratic voters, the Democrats have a history of gaining more votes via immigration, which is one reasons they’re so obsessed with legalising your already illegal immigrants from South of your border,
“I wouldnt underestimate him at all.”
Given 2012, and the LIV, I wouldn’t underestimate Bernie Saunders or Mao.

Of course, Obama might have a scenario in mind where there’s no election, all he needs is a “crisis” and he can void elections or cancel them and stay in office.
I wouldn’t put this past him. To be honest I’ve felt for a while that he has no intention of leaving office.
